It has happened to me too. I have contacted customer service and they said it is to do with the merchants and not PayPal: apparently all of the merchants I have used pay in 3 with in the past all got together and conspired to stop offering it at the same time! I have recently tried to make several payments to merchants using the Pay in 3 option. I have been able to use Pay in 3 with each of these merchants in the past. I am now getting this message:   "Looking for Pay in 3? Unfortunately, Pay in 3 isn't available for this purchase"   I have not missed any payments and have always fully paid off the previous Pay in 3 plans that I have been on.   For some reason, Paypal likes to keep secrets from its customers and is refusing to tell me why they have decided to impose these restrictions on my account. Does anyone know if Paypal have ever actually published the criteria that they use to assess people's eligibility for Pay in 3? There are no issues with my credit rating and it is genuinely a mystery to me why this has suddenly changed. ... View more

Thanks a lot for your reply. I have sent the refund as a gift and have taken a small hit as well because obviously I need to pay the fees for that. It is unfortunate that Paypal choose to make these things far more complicated than they need to be. Thanks again for your help! ... View more

Why can I not refund this buyer?

A buyer bought two items from me on ebay. I sent him an invoice for both with a combined postage cost which he paid. Now he would like to return one of these for a refund, which is fine.   However when I view his payment in my Paypal account, it does not give me the option to issue him a refund. He has opened a dispute with ebay who say that he has to return the item and I have to refund him within three days of getting it.   To be honest, I don't really want the item back and will only throw it in the bin when it comes back anyway. I would much prefer to just issue the refund now but Paypal will not allow me to do that.   To complicate things, the funds for both purchases have been 'frozen' - even though he is only unhappy with one of the items, the funds for both of the items he purchased have been frozen and because I withdrew the money from my Paypal account, this has meant that I have had to add a substantial amount to my balance before I could pay a seller for something I bought on ebay last night.   There is now a negative balance in my Paypal account. When I go into my Paypal account, it says "Although we have sent numerous communications to you, we have not received reimbursement for this negative balance. If you do not add funds immediately, we may turn your account over to a collection agency or to our lawyers to recover the money owed".   I do not understand how Paypal could have sent "numerous communications" to me when the account has been negative for only a day. I certainly have not received "numerous communications". That part is plainly untrue and dishonest.   And I do not appreciate the unnecessarily threatening hostile language where it refers to a collection agency or lawyers. Bullying language like that is pretty shameful.   What I want to do is to refund the buyer for the one item he wants to return.
