Check the "Cross-border personal transactions" part of the "Fees" section of PayPal's User Agreement... here's the link... https://cms.paypal.com/us/cgi-bin/marketingweb?cmd=_render-content&content_ID=ua/UserAgreement_full&locale.x=en_US#8.%20Fees. If the Personal Payment is fully funded by PayPal balance or bank account, there will be a 0.5% fee. If the Personal Payment is fully or partially funded by debit card or credit card, there will be a 3.9% fee plus a Philippine Peso 15.00 PHP fixed fee. If the transaction involves currency conversion, there will be a currency conversion fee, which is 2.5% above the wholesale exchange rate. The "Currency Converter" tool can be accessed through your PayPal account... it will show what exchange rates apply at any given time.
