I have had the same problem as that described by all of you below. In trying to communicate about it with PayPal, I succeeded only in getting my account restricted, which means that I cannot even close it in protest. That's okay. When my funds are all spent, they will have an open account with zero activity, zero commerce. I have tried emailing eBay also, just to convey that due to this new PayPal practice, I will no longer be willing to make purchases on eBay. Perhaps if enough eBayers complain, eBay can exert some influence on PayPal. But alas, it appears that communications with eBay are not read by real human beings either, just bots that generate automatic replies. Farewell PayPal, farewell eBay.
