I get this multiple times per day too. I have a business account and I do sometimes ten or more transactions per day on PayPal, and having to clear cookies multiple times per day just isn't an acceptable "solution". No other site on the internet requires this, nor is there any technical reason for it to be required. It's just a bug in PayPal, and it's been going on for probably six months now. Please fix this.
