I would like to know why I can no longer make personal payments to a friend in Mexico. I used to send my friend regular personal payments and it cost around US$5 each time, which I paid. Now, the system tells me that this person can no longer accept personal payments, although he hasn't changed his settings. So I ended up sending the last payment as though it were a payment for goods, and I didn't pay anything but he was charged a whopping fee of 1048 MXN (about US$61.)
