I paid for a item using an instant bank transfer and assumed it was instant as I received the item the next day. 3 days later paypal tired to take the payment but because I thought the payment was instant there was no money in my account, now I have a negative balance What I want to know is who do I owe the money to paypal or the seller and if I don't pay the balance will the seller still get the funds?
