I had the same problem and it was very annoying. I finally found an option to choose "forgot password." It then sent an email to my email account that I used to initially register with PayPal. Then I was able to create a new password and log in. Then I had to add a new phone number and set it as primary. PayPal DOESN'T allow you to delete old numbers, banks or anything else. Unreal. There is no competition to this crappy payment system.
