I agree with you about the customer support to emails, not replying or just sending auto replies is rude you are quite correct, that is a training issue paypal should have sorted ages ago. I was a bit confused re your post. Do you mean you were selling before without the 21 day hold and then they started holding payments again? If so then that could be because items you listed before was before the 21 day hold policy came in! When you started selling again as you only had 38 feedback from selling and not 100 that means no paypal hold they started the hold. Just guessing really but that may be why you are suddenly getting the holds. List cheap items like i did, had a load of cheap key rings my kids saved over the years, as they have flown the nest i listed a load of the junk they left behind and soon reached 100....didn't make a lot of profit then though.
