You never need funds in your paypal account to pay. You can pay direct from your bank account or c.c. that you have attached to your paypal account. However if you pay direct from your bank account you need a back up source of either a debit or c.c. for the payment to be instant or it will go as an echeque and take a while to clear. When you pay you will see at the top of the payment page the funding source that paypal is taking the payment from.
