PayPal or UPS Shafting me for double shipping char...

I've been dealing with this for a couple months now, I've called PayPal and got the "We place a hold on the money, then it gets reversed, and you get charged the actual cost"... I downloaded an excel CSV chart today because I think it's getting out of hand and I'm not actually getting the money back... I'm talking approxamately around $1000 disappearing from this act in about 2-3 months...   I see the shipping costs being deducted (or held) multiple times, and only being reversed once, or not at all... The "Holding", Pending, and completed deductions are showing up 2 to 3 times more than the reversed holdings... I'm looking at the Show history with balance page right now, and for instance here is a recent example...    Date  Type  Status  Details  Amount  Mar 26, 2012    Completed  ... -$9.99 USD    Related Transactions  Mar 23, 2012 Authorization To UPS*INTERNETSHIPWAYBIL,800-811-1648,GA,  Completed  Details -$10.71 USD   Mar 23, 2012 Temporary Hold PayPal has placed a temporary hold while we're reviewing it. We'll contact you shortly with further information.  Details -$10.71 USD   Mar 26, 2012 Temporary Hold  Removed  Details $10.71 USD  Original Authorization: Total Payment: -$10.71 USD  -$9.99 USD   I see 2 Holds  for $10.71 which were both deducted from my PP balance, only one reverse, and one "actual shipping cost charge" for $9.99 from the looks of it. Where's my other reversal?   It's hard to really track this stuff as each transaction has a different transaction ID... Digging deeper, this transaction, and many others have 2 Shipment Information details attached, #1, and #2, both have the same UPS tracking number, going to the same person, same place etc... Like they're charging me for 2 labels... I've traced this particular transaction back to 3/20/12 when the package originally shipped where I get another table like so:    Date  Type  Status  Details  Amount Related Transactions  Mar 20, 2012 Authorization To UPS*INTERNETSHIPWAYBIL,800-811-1648,GA,   Authorization for this payment has expired. We'll contact you shortly with further information.  ... -$10.71 USD   Mar 25, 2012 Cancelled Transfer  Removed  Details $10.71 USD  Original Authorization: Total Payment: -$10.71 USD  $0.00 USD    It seems like they ARE chargin me for 2 labels, one showing up EXPIRED, I assume since the "extra label" wasn't used, transaction cancelled and refunded the $10.71 on 3/25/12, only to be put on hold AGAIN on 3/26 from the table above even AFTER I was charged the actual shipping cost of $9.99 on 3/26/12... WTF is going on here, am I crazy? This has been going on for appx $1000+ that has magically been put on a never ending hold since Jan.
