It happened to me too last night booking with Monarch! I called PayPal who said it may be an internal security problem, who advised me to make the Amex card the default payment and try again. I did, but approximately an hour later there was no change. I have tried again this morning and Amex is still not offered!! Initially the advisor stated the merchant may not accept Amex... since when can they do that? The whole point I used PayPal was to use my Amex card (as Monarch do not accept directly). I'm being cynical but with the "zero fees" offer from Monarch there appears to be a sting in the tail after all, and I call that "a card trick"!
