I'm having the same issue, I'm usually forced to pay for shipping out of pocket. What happens (( I did this with some batteries I sold )) is you have your bank account or credit card linked to PayPal. PayPal then charges your bank for the shipping, then immediately refunds the shipping charge to your PayPal account. So no matter what, you have to have money to pay for shipping. I don't like the 21 days thing either. Also, if you do not have tracking information, you still have to wait 21 days. 😞
