I can confirm that Paypal will "hold" fund for sellers on E*Bay like that doing with mine, but I believe that is only for new sellers with no previous selling history. They'll show your funds as a balance, but not available until your buyer gives you a "positive" feedback, or they try to hold onto it for 21 days... Total bull**bleep**, but I can understand for us new sellers, so that we don't just make a new account, take the money, then vanish...
