I am badly in need of contacting Paypal by phone as I have a customer who placed an order late in the evening of one day and - the following day - after receiving tracking information, filed an "item not received" dispute seeking a refund (while knowing his product had just been shipped on the same day of his filing and could not possibly have been delivered). Well, now the item has been delivered and confirmation of the delivery has been received by Paypal but, the automated system tells me "We'll contact you with any developments or if we require additional information from you by Feb 19, 2010." and this is preventing my paying utilities which are due NOW. I've had this happen twice in the past and I've just concluded that there are a certain number of people who like to place an order and hope to get a refund by filing such claims just after receiving verification (in the form of tracking information) that their package is on the way but, I've always been able to get a Paypal rep on the phone and they will usually see that it is just a bit silly to file an "item not received" claim withing an hour of the shipping of the package and will go ahead and release the funds but, with this "internal server error", I cannot seem to accomplish this.
