I found one other thread here by searching for the title of this post, but was unable to post a reply to it. I visited https://micropayments.paypal-labs.com as a Paypal_Admin suggested, and discovered that it takes a couple days to have your account switched to micropayments. So I decided to see the "Status page" that is also available, but when I got there, I got the message: We're sorry, but something went wrong. We've been notified about this issue and we'll take a look at it shortly. I signed up for a second Paypal account in order to take advantage of the micropayments fee structure, and chose that option somewhere during the account setup. I suspect that the important lesson here is that: Once you opt for micropayments you have to wait a day or two for it to be accepted and take effect. It would have been nice to know that earlier. I was looking into it because right after I finished setting up the account, I had a friend make a payment so I could see the different fee, but it was estimated to be the same old 30 cents plus 3%. Then I had to add a bank account to accept his payment and find out if the estimate would be corrected to show micropayments. It wasn't. Becuase I have to wait a couple days first, I guess.
