Im selling a phone to a guy out of state via paypal. He sent me a payment but its on temp hold for up to 21 days as long as he doesnt send in a complaint. My question is if I send him the phone and he recieves it is there a way that he could cancel his pending payment to so he recieves the phone and cancels the payment so he doesnt have to pay for it?
