I'm having the same problem, literally used this card to fund the account moments before trying another, then paypal said that this card couldn't fund the account. Contacted my bank, they said there were no irregularites or restrictions on my card or bank account at the moment. I've tried multiple sellers, same result, so this must be on paypals side, not really sure what the issue is.
