Can a scammer obtain a refund

A party is offering to purhase an item from me valued at over $2,000.  After exchanging a couple of msgs wherein he ageed to pay with PayPal I concluded that it was a scam:  After it was to be paid and cleared with PayPal he wanted me to send a check for $750 to his agent would then pick up the item. (he didn't explain why he couldn't simply pay his agent.)   I was under the impression that once a payment was made into PayPal the transaction was completed.  Apparently I'm wrong.   How can a buyer stop payment and get his money back after payment has been received by PayPal?  Obviously he could claim that the item wasn't received -- that's a matter of timing -- how long is sufficient?  Or that it was received damaged (that's up to his agent who shouldn't pick it up if it's damaged to begin with.  Or perhaps it could be claimed that it was not as described?    Any and all input would be appreciated. ...
