Recently bought item on Ebay. Item arrived, nothing like as advertised. Through Ebay opened request for refund. Sent seller email who said item on sale out of production for months. Refund agreed. Returned item via "track & Trace, after two days tracking stated "item delivered, no signature". Emailed seller who stated "Don't have item, will not refund until item received". Contacted Ebay who stated "seller agreed refund but refund not sent. We have refunded". Then received email from seller stating "contacted Paypal who said unable to refund as case for refund still open on Ebay". If case open on Ebay for refund and seller asks Paypal to refund Why would they refuse.
