I link a pre-paid CC to my paypal account and bought an item on Ebay. When I went to confirm the payment I got "We were not able to process your payment. Please check out again and try a different credit card or bank account for your PayPal payment." The card is $50 and the item is $18.99 so it's not an issue of insufficient money.
