The funny thing is that  called Paypal today to confirm this (and cancel my account) based on a previous post I had on this forum today. The lady flat out lied and said that there was not such change currently or in the coming months. I knew she was lying and just hung up.  That is to be expected from them.   Yes - they are trying to squeezed you in the spot where it hurts.  Just know they are no longer to be trusted as they must be on some good drugs to think that this will be appreciated by their customers.  Bottom line - Paypal hates their customers (but loves their money ) ... I read an article which appears to be fake - that Paypal is now keeping all of the fees from sellers when a buyer decides to return an item.  As an Ebay seller, this new policy will absolutely kill sellers in fees.  Ebay gladly XXXXXXX's their sellers by making them accept any return even if the customer lies or ships back a brick, so making money is already practically impossible.  The article implies that some "genius" at Paypal has made a change (effective may 6th 2019) that will cost the sellers all the original fees (only fixed fees were kept previously)  and discourage sellers from using Paypal.  Of course such a change would only be created by an idiot looking to destroy Paypal, which is not something the management would accept or allow.   They would only do this if they were smoking craXX; I doubt it is true.  Please tell me this is not so.  Please tell me no such policy is being implemented that would require me to close my account.  If it were true, I would have to be higher than a kite to keep my account open. ... No - Ebay owns PayPal (and does not publicize it) so that they force you to use Paypal.  Paypal has a monopoly.  You are not allowed to take any other form of payment - that would prevent Paypal/Ebay from stealing your interest (and holding your money)  THEY DO NOT WANT THAT - THEY RELY ON YOUR INABILITY TO ACCESS YOUR FUNDS.    THEY MAKE FREE INTEREST ON YOUR MONEY. ... They are holding your payment and collecting interest on your funds. Interesting how they do not mention this in BIG WORDS when you sign up.  It is in their best $$$ interest to hold your money to keep you from you withdrawing it.  It is interesting that they have less than 100 transactions with me so I feel they should have their fees in Pending until they establish a history of 100 feedback comments with me or until I provide confirmation of getting my service.  They penalize me for delivering 100 percent DSR, why are they not setting the example?????????   After 6 years of 100% feedback, they slammed me with holding my money.  They didn't do this prior, they just punished me out of the blue in October after a flawless history and feedback from customers.  If they had boldly announce this when I signed up and institiuted it then, I would be okay.  They only did this after 6 years of positive feedback (61 feedback currently and 100% DSR).  THEY ARE PUNISHING PEOPLE LIKE ME EXACTLY THE SAME AS IF I HAD NEGATIVE FEEDBACK.   WHY?????????????    Just like they want to ensure I will provide Service/ funds for any of the customers that I have, they need to prove they will provide the service/funds if they do not deliver for me.  I do not know for sure that they will provide my money.    Recenty I had a signed confirmation of a $400 Ebay item on 11/12.  supposedly they tell you they release the funds within 3 days of confirmation.  NOT TRUE.  TWELVE DAYS LATER I NEEDED TO CALL TO "COLLECT" MY FUNDS AND DEMAND THEY RELEASE THEM.  i SHOULD NOT HAVE TO DO THIS!!!!!!!!  THEY NEVER EXPLAINED WHY THEY LAPSED ON THIS   Their DSR with me is poor and not acceptable.  Why don't they practice what they preach and hold their funds? Supposedly their Pending policies are to protect customers.  Well they only have 75 transactions with me and they should have their fees pending until I confirm that I receive each payment.  AMAZINGLY THEY DO NOT.  What happened to protecting me, the customer of their payment services???????   They hold payments and collect the interest from all the "pending" accounts.  It is in their $$$$ interest to prevent you from accessing your money.  I WANT THE INTEREST IF YOU WILL NOT GIVE ME MY FUNDS, ESPECIALLY SINCE YOU ARE ONLY HOLDING IT TO PROTECT CUSTOMERS!!!!!!   Supposedly I would get my money after confirmation of delivery.  12 days after a signed delivery that they had in their systems, I had to call to get my $400 released.  I SHOULD NOT HAVE BE COLLECTIONS AGENCY TO GET MY MONEY.   I contacted them via their "contact us" form - their stupid automated email response system spit out the same nonsense as their website about improving my DSR.  Their steps to improve my DSR will not work as I am already doing them successfully and they are still slamming me with the penalty.   SUPPOSEDLY THEY WOULD READ MY EMAIL IF I REPLIED BACK TO THE LETTER, THEY IGNORED MY EMAIL REPLY AND NEVER CONTACTED ME, BECAUSE THEY KNOW I AM RIGHT.   If responded this way to my customers, my DSR would go down and they would penalize me.
