That is a very good question. I've been wondering about that as well. My guess is that if you withdraw USD from PayPal into your USD account in the Philippines, PayPal will first convert your money to PHP then your bank will convert it back to USD. If my guess is right (and someone please correct me if I am wrong), you will lose a lot more money this way than just putting your PayPal money into a regular PHP account.
