I set up a new PayPal account ($0 balance) and created a shopping cart button with a value of $45. To fully test the experience, I made a purchase with my personal credit card, intending to refund it the next day. During the initial test, I found that the result pages did not work. I fixed them, then I made one more CC purchase. The next day, there were funds in the account from the purchases, so I refunded both of them. For the first purchase, PP transferred $43.69 from my linked bank account and made the refund. The second refund took several days longer to finally go through (I had contacted tech support in the meantime, but the automated reply was unsatisfactory). When it finally went through, my PP balance was $43.09. That's 60¢ less than the initial transfer. I understand the 30¢ fixed fee per transaction is not credited back to my PP account, and I didn't have any funds in the account to cover those fees. What I want to know is why was $43.69 transferred from my bank? If it was to cover the flat fee, why wasn't 60¢ or $1 or even $10 transferred instead?
