Quite frankly what PayPal is doing is illegal. They are a payment processing center... period. They do not have the right to hold people's monies in any sort of escrow account, which is what they are doing. No financial institution is permitted to do this. An escrow account has to be established by the person(s) who's monies are involved. PayPal processes millions of dollars annually and I agree with everyone that believes they are accruing interest on all of the monies being held for any period of time. PayPal is going to end up being investigated and prosecuted by the federal government eventually but in the meantime they are reaping a huge interest amount on other people's monies. Having been a former seller with an eBay store you do have the option of offering the buyer to purchase insurance, which you did. You also need to stipulate you are not responsible for any "losses" in transit if the insurance is declined when posting your listing to protect yourself. I learned it is best to include the insurance and add the cost to your shipping fee. Personally, I feel using UPS is about the most cost effective delivery service to use as insurance is automatically applied. The charge is reasonable and inform people on your listing about this, they'll understand the cost of the shipping total. With out any tracking confirmation, unfortunately it's your word against theirs. It's quite possible the buyer is just trying to get a "freebie" and unfortunately PayPal most likely will rule against you. On another note, if you have any money in your PayPal account transfer it to your personal bank ASAP. You may also need to put into place with your bank a stipulation no transfers of monies by PayPal are permitted without your personal consent to prevent them from electronically transferring monies from your account for their own intentions. PayPal is not held to same standards as a regular bank is. Your Mastercard Debit card is tied to your bank, not PayPal. That's a good thing too. PayPal has been sued for freezing people's PayPal accounts ( that have no disputes and are in good standing ) which is illegal. As is already mentioned on another reply, PayPal will do an electronic transfer from your bank to the seller on any purchase you make. ... View more

I appreciate the people that are trying to be helpful, however this is what I see... First, I feel I should mention the following. My system is personally custom built running XP Pro ( I've used both Vista and 7 and they are not for me ) and fully updated. I also write websites so I know my way around a computer. When I look for PayPal's number you'll see what I get. I've cut and pasted it so everyone can see the exact wording. When I go to look up their phone number this is what I'm getting... "Internal Server Error The server encountered an internal error or misconfiguration and was unable to complete your request. Please contact the server administrator, webmaster at paypal dot com ( I can't even copy this as posted on their website ) and inform them of the time the error occurred, and anything you might have done that may have caused the error. More information about this error may be available in the server error log.". I love this part... "and anything you might have done that may have caused the error." Are you kidding me? As to the "ebounce", PayPal has withdrawn the funds from my bank account. I've confirmed this with my bank. They are combining it with all the other transactions being held in limbo drawing interest. PayPal processes millions of transaction annually so it amounts to a huge dollar figure for themselves while everyone's money is on "hold". Just look at all the complaints filed with the FTC regarding PayPal freezing people's accounts and making their funds unaccessible. I'm sorry to say from personal experience you're not going to get your money back. Although my situation is a little different from yours, here's what happen to me. I use to have an eBay store. One of my vendors burnt me on an order. I filed a complaint ( within the time period allotted ) with PayPal and even though they ruled in my favor I never received a penny. PayPal continued to process and accept payments for this vendor so there was no excuse for PayPal not to reimburse me. I was also stuck with having to pay my eBay selling fees. To further add insult to injury, every time I logged onto PayPal, I had a message on the page about my claim that said I had an "unresolved issue". PayPal's Ridiculous Email Contact System!

I'm trying to use PayPal's email contact method and can't progress through their setup. You have to click several different parts to post your question. After you do click onto the button you get a sub button and then it goes back to the former button you already clicked. It's the most ridiculous set up I've ever seen. Quite frankly it's completely absurd. I know, I write websites. It should be a simple format. Just type your question and await their response, that's what ever other email contact system I've ever seen that's used by every other company. PayPal has made it impossible for you to contact them. The only other option is to call them but they don't post a toll free phone number. For a "company" that processes millions of dollars annually this is completely unacceptable. The FTC should mandate they have a user friendly system for the millions of people that have no other option but to use PayPal on their ( eBay ) purchases. My wife and I use to have an eBay store. We shut it down about four years ago. It appears things have gotten worse since then. I made my first purchase in over a year and am having trouble paying for it. There's no toll free phone number to date to call for help. We have just switched banks and as we have a business PayPal account they wouldn't let me proceed until I posted an updated bank card I hadn't yet received. It took me two days for them to let me pay via eCheck. PayPal processes millions of dollars annually. They're too concerned about getting their fees and any possible interest from ( all of ) our money. They withdrew the money five days ago to pay for the purchase and they still haven't cleared the eCheck to the seller. They did post an approximate clearing date between 2/2 - 2/5 for the eCheck to clear. This is ridiculous. Personally, I wouldn't both trying to sell anything on eBay any more. Use Craig's List. I've been an eBayer and PayPal victim for years. I can say this as I got burnt by a vendor I used and even though PayPal ruled in my favor I never recovered a penny. PayPal continued to accept and process payments from the very same vendor afterwards. PayPal did nothing. My wife and I use to have an eBay store but shut it down as it just wasn't worth the time and rising fees involved with maintaining it. Recently, I purchased an item on eBay. This is the first time I've done anything with them in over a year, and have had nothing but nonsense from PayPal trying to pay for this purchase. We have always paid immediately at the close of all purchases. We have a 100% feedback rating. We have just switched banks and I was trying to pay the seller via an eCheck. While trying to process the payment, I kept getting stopped by an "updated bank card is required to update my account" message. I hadn't yet received my new bank cards so I couldn't update that info. We have a business PayPal account but haven't sold anything in years. After two days of trying to get this resolved I was finally able to pay by eCheck. Now, I'm still waiting on this check to clear with the seller. It's been five days since the funds have been withdrawn from my account and it still hasn't cleared. What is PayPal doing with this money and why haven't they paid the seller? We all know the reason why. PayPal is more concerned about making sure they get their fees and any possible interest they can from our money. PayPal has no regard towards their customers. They don't even provide a toll free number to contact them, yet they process millions of dollars annually.
