Thanks, matson! As an additional item of information, when I emailed PayPal they asked me to phone them. When I did that I discovered that a seller had placed a "hold" (or some such) on that card for a "pending payment". That was last December (one year ago), but those never get cleared off if the merchant forgets to do so. The PayPal rep took care of it in a few seconds. However, it would seem reasonable for PayPal to "expire" those pendings after a certain number of weeks/months, etc.
