Note: I tried to find a "Paypal Feedback" function in my account so I could share my thoughts on our recent transaction with Paypal but could not. Maybe they mean for us to leave feedback here? Recently we had a dispute with a web hosting company. We disputed the charge and vendor immediately threatened legal action against us. Paypal Phone Support told us: a) Seller delivered a service so there is _no_ buyer protection. My bad for not understanding the service agreement but a fair warning everyone else: There are specific limits to buyer protection for purchases; not everything is covered and in general, it seems if it isn't shipped to you and you cannot hold it in your hand it isn't covered. Had I read carefully I would know so I am not complaining about loosing this dispute, but pointing out that knowing this I am much less likely to purchase these items by Paypal in the future. b) Paypal is unable or unwilling to protect buyers from sellers who are unwilling to accept the dispute resolution procedure as final and threaten further action. One of the two agents I spoke with seemed to indicate that sellers agree to accept paypal dispute decisions as final but there didn't seem anything Paypal would do to enforce this. Most of our Paypal purchses have been for digital deliveries and I was unaware that there was little to no protection should we not get what we paid for. It seems like we are much more protected by our VISA purchases than if we pay by Paypal which limits our willingness to use Paypal for transactions and will serve to make us suspicious of vendors who only offer Paypal.
