PayPal acts as an international bank and it should answer its customers (us) in any way possible. You made a change to your system that affected all the Turkish users and you cannot tell the specific reason that caused this? If I go to a local bank and ask why did you do this and that, and if they say "oh sorry we don't know the specific reason please ask it to an expert in this field" do you think I will ever use that bank again? From now on, until this issue is resolved (until I can use my account balance to send payments internationally again) I will not use my PayPal account to send and receive money, and I advised the same thing to all my friends as well.
