SORRY , I'M A NEWBIE! I HAVE FUNDS PENDING IN MY PAY-PAL account, which is linked up to my bank account { but presently no money in my bank account } and i want to purchase/send money , am i able to do this from the pending funds , or no....i have to wait ?
