PayPal Community

Hello all,   Earlier I had opened an unauthorized payment case, which got resolved and everything is good now. But PayPal went ahead and blocked the other party from making any and all payments without my consent. I absolutely 100% need this other company unblocked. Alright, so on my web site I have a donation center, but lately an unsavory person keeps donating and trying to call the police saying we have stole it, so whenever she donates we have to refund each and every time and it's becoming quite an annoyance. Is there any way I can block all transactions that she sends in via email? I've tried banning her IP on my site, but she keeps finding ways in by using other Internet Networks, but she keeps using the same E-Mail to send donations. Is there any way I can fix that?
