hi! normally, you should upload the tracking numbers (if there's any) to the transaction details. once the status showed "DELIVERED" PayPal system will release the funds after 3 days. In case there's no tracking number or feedback left, you may call PayPal's hotline. the 21-day hold period is the worst case scenario. you may contact eBay to check your eBay records & see if you can be exempted with the hold policy.
