99% sure the problem is on the sending end. I've only had one instance where a receiver wouldn't accept my method of payment (Amex) via Paypal and that was with US Airways. Still can't use Amex with them via Paypal. No rhyme or reason. ... View more

Are you sending or receiving? This message is a glitch, however what ended up being the issue on my end was the card issuer was denying the payment for whatever reason. Funds were available, but it was denied. Call Paypal customer service and they will be able to tell you the exact reason on the sending side. ... View more

Sorry for the delay in response. I called Paypal and the rep told me that it was either security on my card or the card was being declined for some other reason. The changes Paypal made recently still have a few glitches I think. The rep made a notation about the issue so it is now known. Stay tuned. ... View more

I have had this same problem recently, and I'm perplexed as I have used the same payment method (Amex) with the same recipients numerous times before. So I changed the method to a Visa (linked to my bank acct), and then Paypal Smart Connect. Both gave me the same msg. I have contacted the recipients and nothing has changed on their end with acceptance. What gives? ... View more
