I could not agree more.  When this happened to me, I called Paypal and asked them how I was supposed to ship the item without having the funds.  Part of the money they hold is the shipping cost!  They told me that I could always ask the buyer to leave positive feedback (BEFORE I even shipped them the item!) so that the funds could be released, so that I could afford the shipping.    Are they crazy???   I can understand the policy is in place to protect people.  Really, it's a good concept.  But I can't understand WHY Paypal won't at least release the funds we charge for shipping, so that we can use those funds for shipping, instead of having to be out of our pockets not only shipping but also the indignity of having all of our money held from us!  If the buyer disputes anything, most sellers won't refund the shipping cost anyway, so Paypal won't be out any money!   Wish there was another company that we could go with instead of being subjected to Paypal only.  ...
