I also have a Red Flag Risk Alert on a customers payment. The customer alerted me yesterday that they had been trying to make a payment for several hours and kept getting a message that PayPal was not available. After investigating on my own I found this to be true, so I think PayPal is still having issues. LIke the rest of you, I couldn't find anything or anyone to explain the red flag issue.
