Adding my name to the roster of misery. I've done every possible workaroud: deleted my UPS account, created new accounts, quadruple checked my address, added my phone number in every possible field, deleted my cookies, talked to customer support on the phone. I still get this error: "This User ID already exists.PayPal Shipping is not available. We apologize for the inconvenience." Which, let me say, is one of the most useless error messages in the history of the form.
