I paid a recipient, and the recipient says the money did not get transferred. I have the PayPal receipt and everything looks fine. This appears to be a case where the recipient is just keeping the money and lying to me about receipt of it: When I give the transaction ID to the recipient and ask for their comment on the transaction IDs, they simply respond that there is no money there (instead of saying they do not see those transaction IDs listed). I have not succeeded in getting a clear followup response from them, just reiterations that money does not exist. The recipient is a person in china representing a company in china. My payment to them was a down payment of 50% of project total cost, for the company to build a product. This is standard procedure worldwide for little fish like me. I see no way to communicate with PayPal over the transfer, ask questions, that kind of thing. I started a trouble ticket of sorts, but the only option with PayPal was to give a paragraph of explanation and claim the transaction itself was bogus. But the transaction was not bogus. I am asking for more information on the transfer, besides what shows up in the receipt I got.
