PayPal has to close their loophole or be willing to eat hundreds of dollars each time they refund us. Call PayPal and don't take now for an answer. That's how I solved my problem. Now when I log into PayPal on a new website or device, I get a text to my phone to authorize it with a 6-digit code. Hopefully this helps thwart these ripoffs from happening at Wal-Mart.
