Solved. The card I'd used to get verified had either expired or been cancelled. Either way, I needed to link to a different card. What sold me the dummy was that this was only recognised by the system at payment time, and not when you log in and check your verification status (which continued to congratulate me on being verified). A combination of user error and system bug ... I mean, feature.
