Hi that hapened to me i buy something from a ebay seller but i never receive the clothing so i open a case and paypal just refund me $14.00 of $57.00 paypal tell me that the seller have not funds on her paypal account so later hmmm like 4 or 5 months i cant remember i got the rest of money back to my paypal account now i going to explain to you paypal is not a bank ,paypal is just a way to make your money from solid to virtual and unfortunatly when you buy something from a fraudulent seller ,paypal have to take the money out of the seller paypal account and bank account but a lot of scam sellers take the money out and later with the time do the same scam again or create a new paypal account i am seller in ebay and when a person open a case against me paypal put that money on hold that means the seller cant touch that money but the money have not being refund to buyer eaither now that is for ebay purchase or transaction now you dont mention if this refund is for a ebay purchase or a purchase you made in another web who accepts paypal i based my opinion in my experience selling in ebay i really dont know if paypal hold the money if the transaction was made in another web that is not ebay
