I had a sale in march to a confirmed address with a tracking number and paypal still refunded the purchase plus slapped me with a $20 charge back fee. I had the same problem before. Paypal does not follow their own rules or guideline. The "customer service' people are horrible. It took 20 minutes to get an actual address for paypal from paypal. I am switching to a different venue and no longer going to be using paypal for anything.
