I thought the same thing...I kept trying to order from Walmart, Cabella's, etc... and when I'd go to check out, I'd click on the PAYPAL button. That's the mistake! You won't find your Bill Me Later there... I then tried to check out regularly, like I was going to use a regular credit card. I had to put in all of my address info and all that jazz. After that, it brought me to the screen showing different paying options: Credit Card, Paypal, and YES! Bill Me later! FINALLY! Now mind you, I was on the store website AFTER logging onto Bill Me Later and picking one of the deals (2% cash back, free ship, etc) and then shopping from the site Bill Me Later popped up for me within the store's website.
