Are you talking about two cards saved on your PayPal account?  If you have two, one of them will be listed as the primary card, you can check which one is primary just by going to your "account" and check your payment settings.  If your primary card doesn't have enough to cover the charge, the secondary card will be used instead, but PayPal will send you an e-mail if this happens.   Regardless, you should have gotten a receipt e-mail from paypal that lists the last 4 digits of the card used, your you can log into PayPal, click on "recent transactions", find your payment and click on "details" ... I have been hung up on 4 times now, promised 3 callbacks from supervisors and managers, promised e-mail communications (which the "supervisor" pretended to draft with me over the phone and then did not send).  I'm just trying to find an address for my state's Attorney General's office to contact them... and the last time I called, I got 1 sentence in asking for the address (mind you I'm always polite as is possibe with paypal) before the service rep hung up, I'm guessing because it was 5 minutes until closing time,   How can I deal with a company who won't even bother to speak to me, answer e-mails, call me back when promised, etc.??????   When speaking with one supervisor, I asked if she could direct me to the part of the user-agreement that states that PayPal can place the 21 day holds not only on goods sold, but ALSO on shipping and handing charges included (but separate) in the payment, since S&H funds are PAID TO FACILITATE THE COMPLETION OF A TRANSACTION, (which I'm told by my state's Atty Gen office is not legal to hold funds to this purpose.)  The supervisor kept saying "funds may be held" but PayPal's user agreement says nothing specific about S&H funds being held, which it legally must (depending on what state you live in),  The supervisor said she could not tell me where to find this, because it is not mentioned in the user-agreement.  I asked her to send me something in writing stating this, and SHE REFUSED!!!!!  WTF?   Okay, they might keep my money for the books I sold, but not the friggin S&H I now have to pay out of pocket... and since they won't even give me an address for the atty gen's office, what am I supposed to do?????   I"M SO SICK OF BEING HUNG UP ON BY SERVICE REPS IN THE PHILIPPINES WHO DON'T GIVE A F*&%!!!!!    PLEASE HELP!! ... ________________________________________________________ 11-12-2009 01:18 PM  funkyman: That includes Germany ,France,England  where there are alot of Bulgarians Romanians,Russians etc and they have destroyed and are destroying the foundations of the Western European countries with crime and fraud.Mark my words and spread the word.Even here in the USA Bulgarians used ATM cards clone them and used them to take millions of dolars from accounts, ofcourse they were eventually caught. ________________________________________________________   I agree international shipping is a risk, but it seems unfair to single out Eastern Europeans as the perpetraters.  I'm half  Czech (btw thanks for not including Czechs in your list), lived half my life in Prague, and it has been my experience that eastern european immigrants get blamed for much more than is fair.  Maybe Gypsies from these areas cause probems due to their differing moral ideas (to put it politely).  The nationalities you mentioned as being problematic are not as impoverished and desperate as many Americans think, they are all EU countries, excluding Russia (of which you can say anything you want :)... especially Bulgarians... it's not a poor country, and I've known many people of these nationalities that have to take the flack of what a few bad seeds do.  So, I hope your opinion changes regarding the Easterners, though I understand your general frustration... I've had more problems with dishonest buyers here in the States. ... View more

THANK YOU FOR CALLING IN!! Maybe if we can call them out on this smaller specific issue, that will be the first step in cracking their company policy of this idiotic 21 day hold.  There is definately a strong case here for mis-use of client funds, since there is no rational justification for holding shipping money, and not every buyer agrees to refund shipping, so PayPal can't say this money is being held for protection - It's use is already alloted for and in many cases woudn't be refunded to the buyer anyways!! ... I specifically asked for written documentation on PayPal's holding of S&H funds, as the user agreement makes no differentiation between payment for "goods" and payment for "shipping & handling", The rep stuttered and put me on hold, came back and said that the payment in full would be held, so I again stated that wasn't my question.  I said "I need a rational explanation on what basis Paypal is holding S&H funds when this is not specifically mentioned in the user agreement.  I need written literature that applies specifically to S&H."  I then asked if Paypal could distinguish between what portion of a payment goes towards goods, and which portion goes to s&H, and SHE SAID NO!!!!!!  I said, I know that to be untrue, as IT IS SPECIFICALLY SPLIT INTO CATEGORIES WHEN ANY EBAYER MAKES A PAYMENT.  Her reply was "oh, I don't know" so I again asked for written documentation of this policy and a specific statement regarding the holding of S&H Funds, was put on hold for 20 min and then disconnected.  I called back immediately, went through the same conversation, more holding time, and told my issue was being escalated, and I woud receive a response call within 24 hours.  Surprise Surprise, no call, no written documentation regarding differentiation between holds on S&H and on "goods".   The second rep I talked to said "Well, there are not 2 seperate transactions,  1 for shipping and 1 for the item, they are combined in the same payment."  I said "Again, that is not my question, Please give me written documentation specifically regarding S&H vs. holds on goods.  Besides that, your explanation isn't logical basis for holding S&H funds; Just because paypal counts this as 1 transaction, it is specifically split when the buyer makes the payment.  So, basically what you are telling me is that it is INCONVENIENT for Paypal to differentiate between S&H and not hold his portion of the payment."  So, of course I was placated by being told my issue was going to be reviewed and escalated, and, of course, I was not contacted back.   Has anyone else demanded specific explanation on why an escrow service would hold S&H funds?  Even if so, they should IMMEDIATELY be released upon entering of tracking information at the latest, as this is absolute proof that a shipment has been made.  Even if they can claim to hold payments for goods (which I think is also utterly ridiculous) they seem to have a sore spot for explaining their hold of an ENTIRE payment inclusive of shipping charges. ... Re: HORRIBLE IDEA TO HOLD FUNDS FOR 21 DAYS!!!

I am in full agreement.  THIS SHOUD BE CRIMINAL FOR AN ESCROW SERVICE to make up and change it's own rules.  I sold a set of very large, heavy rare books that cost $55 to ship internationally, and I had to pay it out of my own pocket because paypal DIDNT EVEN CONSIDER THAT SELLERS INITIALLY PAY SHIPPING - Everyone, please complain, complain, complain to customer service, ask to speak to a manager, ask how to file a formal complaint, and ask for written confirmation that your complaint is on file.  Paypal deserves ridiculously litigious treatment if it is going to randomly keep our funds (21 Days for PAYPAL to profit off interest of our money).  AT THE LEAST, ALL SHIPPING AND HANDLING FUNDS SHOULD BE RELEASED IMMEDIATELY, THERE IS NO RATIONAL REASON FOR THIS NOT TO HAPPEN, or maybe Paypal shoud pay us interest on the money they are illogically witholding.  Apparently this once fantastically helpful service has forgotten just how much money we are making them.  21 DAYS IS JUST GREEDY ON THEIR PART!! ...
