I'm having the exact same problem. Has anyone found a solution by any chance? I have $85 in my account and the payment I'm trying to send is only $10. I'm 100% verified. Why can't we send any money? It's a payment that I NEED to make and the recipient only accepts paypal for their kind services. When it comes to receiving and sending money, shouldn't these problems be among PayPal's top priorities to fix? I feel that it's pretty important. Though, I'm sure they're overwhelmed with bug-fixes as it is. I just hope they find a solution soon
