It's pointless asking PayPal to give any sort of help on this.  We've been asking for years and the fact is they can't be bothered.  Everyone is right in thinking it is not difficult for  the appropriate code to be added, but Paypal  and their developers simply don't care.  All they've ever told us is we should use another shopping cart.  However of the options, only Romancart is remotely usable if you already have a website up and running.   On their website Paypal specifically states:  "Shipping calculations Set up different shipping methods and rates for all your orders (domestic and international)."  By not delivering what they promise Paypal are in breach of UK Consumer Protection Law.  However as Paypal have removed themselves from any jurisdiction whatsoever in the UK (BTW they are no longer regulated by the FSA either), there is little one can do about it. All we can say to other merchants is that we hope you treat your customers a whole lot better than Paypal treat theirs. ... View more

We too no longer trust Paypal, and are currently setting up an alternative.  We suggest all of you who are less than happy with the way Paypal and eBay operate to send formal complaints to the head offices both in the UK and Luxembourg, and also the UK Managing Directors - you can find their addresses on the web.    The FSA originally told us Paypal were regulated by them but this is no longer the case.  However complaints can be lodged with the UK Financial Ombudsman.  If he receives enough of them, particularly with regard to refunds made from sellers accounts without proper cause, then action may well be taken.  However, if no-one complains formally, then nothing will change.    You should also complain to the Luxembourg Financial Regulators:   Commission de Surveillance du Secteur Financier 1110 route D'Arlon L-2991 Luxembourg   IA Paypal won't let me post the web address or email address of the Luxembourg Financial regulators here they are without the link:  Website at www cssf lu - just put dots where the spaces are Email: direction at cssf.lu  - replace the "at" with @     The FSA say:   To make a complaint about PayPal to the Ombudsman  you need to:   *  first complain to Paypal to give them an opportunity to investigate your complaint and, if appropriate, put things right; and *  ask the Ombudsman to consider your complaint if the firm does not give you a satisfactory response within eight weeks.   This is a link to the guide , 'Just the facts about making a complaint', which provides further information on the complaints procedure, including contact details for the Ombudsman:   www.moneymadeclear.org.uk/pdfs/complaint.pdf     ... We've actually received a sensible reply from Paypal - thany-you Brendan!    His email says they have reviewed the transaction reference given by the "customer" and confirms this did not involve our company.  Now that's what we call "Solved".    So why didn't Paypal do this for the buyer  who complained about another seller who said that had no record of the transaction, rather than sending them on a wild-goose chase.  As the Meerkat says "Simple"!  Are we lucky to have contacted Brendan who sorted this out properly?  If so, he should be training everyone else.   The other missing notifications are now trickling through.  What annoys us is that if there is a technical problem, a simple notification from Paypal would save a lot of hassle and complaints. ... Why is this post marked "Solved"?  It's nothing of the sort.  It can only be solved by Paypal checking they have transferred the money and order to the seller.  Otherwise it's one persons word against another.  The Buyer may indeed have made the transaction AND the seller not received the money and order because Paypal's system isn't working. ... Missing orders & notifications not being received

We have been contacted by a customer who says they placed an order with us on the 1st January and gives a Transaction id. number.  However there is no trace of this payment in our account.  We have emailed Paypal regarding this but have had no response.    In another post on this forum, this time from a buyer, the Paypal representatives is telling them to raise a complaint with the seller!  If there is no trace of the payment coming in to the seller's account, how is this the fault, or responsibility of the seller?   In the meantime, since the 31st December we have received no notifications of payments and have to constantly log in to our account to check on order status.  What worries us is how many other orders are we missing. ... We have not received a payment from a customer.  They say they have placed and order and give a transaction id, but there is no trace of this coming into our account.  What is the point of the customer opening a dispute with us? We have emailed what is laughingly called by Paypal their "customer service" but have not received a response.   In addition, since the New Year, we have not been sent any notifications of payment received, and have to constantly log into our account to check on orders.   This is appallingly bad service and Paypal seem to be doing nothing to protect either buyers or sellers. ... It's not just ebay sellers/buyers who are ripped off by Paypal.  Ecommerce sites  using Paypal also get hammered.  Paypal, for no good reason, witheld a payment from us, but did not notify us until after the goods had been sent to the customer.    Paypal first claimed that a complaint had been raised by the customer, but no such complaint had been raised.  Then they claimed there were problems with the payment itself - but payment had been by credit card and the customer's credit card company had raised no issues (and the address used was that at which the card was registered).   Fortunately the customer was honest and sent us a cheque instead.  Which is fortunate as Paypal, after holding on  to the payment themselves for over a month, never released it to us.  We are reporting Paypal to the Financial Services Authority (www.fsa.gov.uk/)  and suggest all others who experience "mishandling" of their accounts by Paypal do the same.  The more complaints the FSA receive, the more likely they are to put pressure on Paypal to clean up their act. ...
