Unfortunately there's not much to say, the User Agreement is a contract between you and PayPal. When you opened your account, you accepted the terms of the contract. Don't think PayPal will be very helpful to your issue but, you at least have to try. Even if you paid by credit card and contacted your card issuer, I doubt they would do anything because of the elapsed time.
