In perfect timing for the holidays, I had (still having) the SAME problem.... I have a few hundred dollars in my acct, I always have money in my acct, and suddenly while buying gifts... DECLINED!!! Gotta love paying all those Paypal fees just to walk away from a great sale withOUT gifts the day before Christmas! WISH i could figure out what happened... Makes ZERO sense! I'll update if I get to the bottom of it but until then, at least you're not alone in ur frustration!
