I have over 40 years in transportation, it has ALWAYS been the responsibility of the shipper (buyer) to ensure the RETURNED merchandise is forwarded in a documented manner in which to establish possession, either in transit by the selected carrier (USPS,FEDX, etc) or actual delivery to the consignee (seller). If they can not or will not provide a valid documented shipping receipt by the carrier for tracing purposes, then they have NOT ensured that the merchandise has been shipped (returned). NO, they are NOT entitled to a refund, caution, should they provide a shipping number, because they released control, or care and custody by the carrier to provide a proof of delivery, they again, are NOT entiled to be refunded.
