I had a similar experience. I brought a HD webcam online but I got a discontinued old webcam instead. Paypal denied my dispute. Basically this is the wordings of a denial of the Paypal Purchase Protection:   "We're unable to decide this claim in your favor at this time. PayPal's Buyer Complaint Policy applies to the shipment of goods but not to disputes about merchandise quality"   However, paypal claims: "If you buy something that never arrives, or if it arrives significantly different than described, you're eligible for a full refund."   So if you ordered a brand new Macbook Air online and paid with Paypal, Paypal will NOT protect your purchase as long as the product was delivered, even it is used, cracked, or even if you got a old Powerbook instead.   Paypal should rename the Purchase Protection as Shipment Protection. I got similar experience.   The product I purchased was not what was described: http://www.tomtop.com/12-megapixel-pc-laptop-cmos-usb-webcam-zoom-web-camera.html   The camera I received is NOT a 12 Megapixel webcam as claimed. Instead it is discontinued model running at 320x240 30 fps (0.038 megapixel) webcam. Below are the picture of the packaging box of the camera truly says the spec. It was shipped on Nov 6 instead of Oct 30 that I was told. I purchase the product on Oct 27 and was delivered on Nov 22.
