I sold a mobile phone posted it the next day special delivery to the buyers "eligible" paypal address and it was signed for at his address. He said he never received it......he has been granted a refund! Clearly a fraudster. How does this work as according to paypals protection policy I am covered yet they dont respond to my emails and there isnt a feature on the website to get my money back. Anyone know what to do?
