I am having a similar problem. I have forgotten my password and have to have it reset, but when resetting, Paypal as an extra security measure asks for my bank card number. I cannot confirm the number as I have a new card. Therefore cannot access my account at all. I set this account up thinking I could register my active email address, but Pay pal tells me it is linked to another Pay Pal account, which I should sign into ... and so the circle continues Any ideas?
