A virtual seller did not deliver my goods. I reported it to paypal. The seller and I had an email exchange in which I was exceedingly polite. In these emails, the seller admits he has not delivered my goods. In a separate exchange on their live help service, I am told they will not deliver my goods, a claim made credible given the series of exchanges I have documented. In spite of having compelling evidence that the seller will not deliver and in spite of the fact that I have a long history of paying without dispute, no one asks me if I have any evidence, but instead sends my money to the seller based solely on the sellers claim that he has delivered. My seller has still not delivered a week after PayPal sent him my money. PayPal, having reason to know my money was being taken under false pretenses, willfully ignored compelling evidence that the seller was lying. That is fraud not just by the seller, but by PayPal. It is utterly dispiriting to be so completely ripped off, to trust that the service you use will obviously do the right thing, and to end up with no money, no goods, and not even an effort at discovering the truth.
